Homeland Security
GCRPC Homeland Security Planning Program
The GCRPC Homeland Security Planning Program oversees the planning, grant management and administration and coordination of various programs related to Homeland Security and Emergency Management. Alongside regional planning, program staff from the Council of Government (COG) assist local jurisdictions with local projects and local planning.

Mission of the Homeland Security Program
We coordinate homeland security activities among all agencies and jurisdictions within the region, as well as engage public and private-sector stakeholders. Serving as the liaison with the Texas Department of Homeland Security, we provide technical assistance and workshops for applicants seeking funding through the State Homeland Security Program.

Homeland Security Sub-Committee Priorities
Our priorities are determined by the Homeland Security Sub-Committee, composed of leaders from county and local government, first responder communities, the private sector, volunteer organizations, faith-based groups, and academia.
This committee leverages regional and statewide connections to address a variety of matters, including first responder needs, mass fatality response, mutual aid, credentialing, and interoperable communication.

Annual Plan Review and Enhancement
Annually, we review and update key plans such as the Threat and Hazard Identification and Risk Assessment (THIRA), Stakeholder Preparedness Review (SPR), Homeland Security Strategic Plan, and Regional Interoperable Communication Plan. Through collaboration and proactive planning, we strive to enhance our region's preparedness and response capabilities to safeguard our citizens and first responders.
